Over this past weekend I have received several emails in regards to a new found collection agency being started by Hope Gambill in Chenoa Illinois. In addition several inquiries about PAM. ..Paramount Asset Management. Boy the Property Preservation Industry , PPI, sure does provide some very entertaining fodder.

Now before any members of Labor in the PPI decide to roll the dice here is what the state of Illinois has to say…notice the highlighted word.

The Illinois Licensing Requirement
Debt collectors who have offices in Illinois must obtain a license before attempting to collect any debts or obtain any clients. If a debt collector fails to get a license, the state can impose a fine of up to $5,000 for each violation or charge the collector with a crime.
If a debt collector is located out of state and is trying to contact you via phone or mail then it does not need an Illinois license so long as it has a license in the state from which it is contacting you.

Now both PAM & Hope are and have been involved in the PPI for some time now. Both should also know the laws. My question to Mr. Hess is this, is PAM licensed in your state? Are they licensed to conduct PPI business in your jurisdiction??? Many in the PPI forget thus aspect. Many in the PPI also forget that subject matter jurisdiction occurs WHERE the services are completed. Members of Labor in the PPI also forget that the “no lien” clauses are illegal in just about every state.

HUD and the Obligation of MOM to the Servicer

Today I was sent a couple screen shots of a conversation between a Mortgage Order Mill (MOM) and a company completing services on the MOM’s HUD contract. The photos are below. Many of you for many years now have heard me say, “my contract is with you, not your client” . those if you in the Property Preservation Industry, (PPI) understand all too well about the Bull Snot “your I voice has been adjusted by our client”.


Well I’m going to say this. If you have a contract with Party A, the MOM, it is not your fiduciary responsibility to assist Party A, the MOM, in their contractual obligations to Party B. Unless you’re party to the contract between Party A , the MOM & B, thus making you Party C.
That said…I know for a fact FNMA, FDMC, HUD, et al don’t cut invoices  from the MOM.


So Mr. Markee…. If you wouldn’t mind please show me this invoice reduction from HUD.
You may be wondering how I have such appalling nerve…if you’re a MOM subbing HUD work, its was an approved contract. HUD is not actually paying per the cubic yard.
Speaking of contracts. The HUD 3.10 has been released for bidding, if you’re in my neck of the woods feel free to contact me if you need assistance or require information to assist a bid proposal as a in the 4S territoray in becoming  a MOM, or if you’d like to bid the contract as a small business with W-2 employees versus being a MOM, I do have vast experience in supervisory and quality control in the PPI. I can also assist in any type of business plan for W-2 employees or a MOM type of business model.
